四、继续对最不发达部分国家皮革产品进口实施特惠税率
2009年我国继续对最不发达的部分非洲国家，柬埔寨、老挝、缅甸、孟加拉等东盟国家，以及也门共和国、阿富汗、马尔代夫、瓦努阿图共和国、萨摩亚独立国等部分皮革产品进口实施特惠税率。
五、继续对山羊板皮实施20%的出口关税
2009年继续对41039011和41039019两个海关编码的山羊板皮实施20%的出口关税。
