Administrative commercial departments in all provinces, autonomous regions, municipalities, separately listed cities and Xinjiang Production and Construction Corps:

In accordance with spirit of the Fifth Plenary Session of the Party''s Sixteenth Central Committee on “overseas investment in line with general rules of international society”, Ministry of Commerce will adjust parts of functions of the present online issuing system of the certificate on ratification of overseas investment (hereinafter referred to as “system”), related matters are now announced as follows:

1. Local administrative departments may copy official reply (electronic text) to column of regional opinions through the online issuing system of the certificate on ratification of overseas investment.
2. Four columns including number of files of official reply, signer of the reply, number of feedback letter of economic and commercial counsellor’s offices of embassies in foreign countries and number of files of opinions of prophase examination and approval on fund sources of State Administration of Foreign Exchanges will be added to the system.
3. Local commercial departments should send official replies and original copy of registration form to Ministry of Commerce (Department of Foreign Economic Cooperation) for record in time.
4. The adjusted system will be officially adopted as from Jan 1, 2006.
5. Since the system will be suspended during Dec 25, 2005 to Dec 31, 2005, applications that fail to be handled will be sent back, please declare after resuming of the new system.
