The People’s Government of all the provinces, autonomous regions and municipalities, Ministries and Commissions and directly affiliated Departments of State Council:

In order to solve the new problems appeared in reforming the system of grain circulation and further improve the related policies and measures, suggestions are raised as follows:

1. Accelerate the improvement of reform of state-owned grain purchase and sale enterprises and in earnest transfer the operational mechanism of the enterprises.

2. Quicken the liquidation and elimination the financial buying or selling on credit of the state-owned grain enterprises and appropriately solve the problems left historical reasons.

3. Actively foster and standardize the grain market and accelerate the establishment of a unified, open, competitive and orderly grain market system.

4. Enhance the connection of the production and sale processes of the grain and gradually establish a coordination mechanism of the profit between the production and sale areas.

5. Further reinforce and improve the macro-control on the grain and guarantee the national grain safety.

6. Intensify the supervision and inspection of the grain circulation and well accomplish the statistic work of the grain circulation in the whole society.

7. Strengthen guidance and guarantee the promotion of reform on grain circulation system.
