Announcement No.3, 2006 of the National Development and Reform Commission of the People¡¯s Republic of China, Releasing the Fifth Batch of Approved State Development Zones

In accordance with spirit of State Council¡¯s Decision on Deepening Reform and Strictly Managing Lands (No.70, 2004), General Office of State Council Circular on Rectifying Different Kinds of Development Zones and Strengthening Administration on Lands Used for Building (No.70, 2003) and National Development and Reform Commission, Ministry of Land and Resources, Ministry of Construction and Ministry of Commerce Circular on Specific Standards and Policy Finitude of Rectifying the Current Different Kinds of Development Zones (No.2343, 2003), based on the foundation of Ministry of Land and Resources and Ministry of Construction¡¯s examination and approval on overall planning of land utilization and overall urban planning (hereinafter referred to as ¡°2 planning¡±) reported from different regions, National Development and Reform Commission integrated the national and regional economic development planning and overall industrial arrangement, and carried out examination and approval on 20 state development zones (including Daxie development zone and Zhongguancun technological park) in accordance with requirements of ¡°concentration of arrangement, intensivism of land utilization and centralizing of industries ¡±, which have been approved by State Council and now released to the public.

Development zones in this announcement may resume the regular supply of land used for building. Ministry of Land and Resources will announce scopes of different development zones separately. In case the range of the approved development zones cannot tightly joint to the ¡°2 planning¡±, development zones should hurry to implement examination and approval formalities in line with legal procedures; development zones that are now approved to expend may report to State Council for examination and approval with the precondition of complying the ¡°2 planning¡±; the sections that fall to comply to ¡°2 planning¡± will be cancelled. The unapproved development zones cannot promote supply of land used for building.
