Administrative departments and offices of bulk cement in all provinces, autonomous regions and municipalities:

Ministry of Finance and the former State Economic and Trade Commission released Administrative Measures on Collection and Use of Special Funds for Bulk Cement (No.23, 2002, hereinafter referred to as Measures) in 2002. For purpose of promoting development of bulk cement, approved by the State Council, Ministry of Finance printed Circular on Dealing with Related Matters on Policies of 18 Governmental Mature Funds (No.1, 2006, hereinafter referred to as Circular) in January of 2006, clarifying that the special fund policies on bulk cement will continue to be in effect till the end of 2006. The said document is are transmitted to you all and related matters on going further to implement Measures and strengthening administration on special fund are now announced as follows:

1. Strengthening advocating and promoting forces on collection of special funds for bulk cement.
2. Regulating systems and strictly implementing regulations on use of special funds for bulk cement.
3. Rigorously enforcing and put an end to activities contrary to regulations of special funds for bulk cement.
4. Administrative departments and offices of bulk cement at all levels should actively ask for advices of related departments and units on improving policies of special funds for bulk cement, putting forward suggestions on development of bulk cement to local government and administrative departments of above levels.
