Administrative departments of bulk cement, and bulk cement offices in all provinces, autonomous regions and municipalities:

For purpose of accelerating spread of bulk cement, directive opinions are put forward in accordance with practical conditions of China’s countryside.

1. Realizing the great significance of accelerating spread of bulk cement in countryside;
2. Adjusting measures to local conditions, and vigorously expanding bulk cement market in countryside;
3. Promoting comprehensive supporting capacity of bulk cement facilities in countryside;
4. Setting up management system of coordination service of bulk cement in countryside;
5. Enhancing propaganda of bulk cement by all kinds of means;
6. Taking tangible measures to strengthen leadership of working of bulk cement development.
