Circular of the Ministry of Commerce of the People¡¯s Republic of China, on Printing and Issuing the Measures of the Ministry of Commerce for Administration of the Gratis Assistance Projects from Foreign Governments and International Organizations

Departments of commercial administration in all provinces, autonomous regions and municipalities, ministries and commissions of the State Council (special departments of foreign affairs), National Working Committee on Children and Women under the State Council, All-China Women¡¯s Federation, Chinese Academy of Science, Chinese Academy of Social Science, Chinese Aging Committee, Chinese Disable Person¡¯s Federation and Soong Ching Ling Foundation:

State Auditing Administration carried out special auditing on multi-lateral gratis assistance projects since 1998 administrated by Ministry of Commerce during March to October of 2005. For purpose of further enhancing administration on gratis assistance projects from foreign governments and international organizations, Ministry of Commerce revised Measures of the Ministry of Commerce for Administration of the Gratis Assistance Projects from Foreign Governments and International Organizations (hereinafter referred to as ¡°Measures¡±) in accordance with auditing suggestions and opinions of related sectors and authorized administrative departments. The ¡°Measures¡± is now printed and issued to you for implementation, related issues are now announced as follows:

1. Departments of commercial administration in all provinces, autonomous regions and municipalities, foreign affairs departments of related sectors of the central government and the State Council, and national social organizations shall further enhance administration on gratis assistance projects from foreign governments and international organizations, and provide top-notch service in accordance with the ¡°Measures¡±.
2. Departments of commercial administration in all provinces, autonomous regions and municipalities, foreign affairs departments of related sectors of the central government and the State Council, and national social organizations may stipulated relevant detailed rules of implementation in accordance with practical situation to regulate and strengthen administration on projects of assistance, as well as supervise use of the fund.
3. The ¡°Measures¡± takes effect as from release.
