Schenker China to receive legitimate licences for NVOCC business

Schenker the logistics arm of German railway group, Deutsche Bahn, will receive six legitimate NVOCC licences for branches of its Chinese operation, Schenker China Limited, in Ningbo, Xiamen, Guangzhou, Shenzhen as well as for Schenker Ocean Ltd, according to media reports.

This development comes amid an investigation jointly launched by Schenker and authorities, including the police, in China into allegations that Schenker China Ltd had received a number of fake operating licences, resulting in Schenker being fined for an undisclosed amount by China's Ministry of Communications.

"In early September, MOC, in accordance with the law, fined Schenker China Ltd by way of administrative punishment," China Bureau, Xiong Wei, the Director of International Shipping Management Department, Water Shipping Division, Ministry of Communications of PRC, said, according to the UK's Transport Intelligence.

The report said that the investigation had uncovered that a Schenker employee had committed fraud against Schenker China Ltd (SCL), by generating false documents and had absconded with payments for licences.

Schenker suspected a department principal was involved in fraudulent activities relating to the company's guaranteed deposit during the process of applying for NVOCC licences and made fake NVOCC licences. Schenker has reported this to the MOC and the law enforcement agency, but everything is still under investigation," said Xiong Wei.

He reportedly confirmed that Schenker has subsequently applied for valid NVOCCs, and its application has been approved by the MOC, which will successively award Schenker with six NVOCC licences to carry out its non-vessel carrier business legally. Schenker in China has also applied for licences for additional branches.
