:: Sea Transport

The prospective growth of cargo flows, which is potentially oriented to sea ports, should provide for strategic significance of creating ports infrastructure which would be capable of providing a scope of services required to adequately increasing volume of cargos.

In the short term prospective, the total volume of shipments on the Caspian Sea will grow up to 70 million tons, of which 50 million tons will be oil, and up to 20 million tons will be dry cargos. At that, the volumes of oil transportations via Kazakhstan ports by 2015 will be 38 million tons per year, while the volumes of dry cargo transportation will be around 3 million tons.

The Ministry of Transport and Communications of the Republic of Kazakhstan implements a targeted policy of development of Caspian ports and expansion of the existing sea port in Aktau, and construction of fully equipped ports Kuryk and Bautino:

The project of expansion of Aktau port towards the north will be implemented in accordance with the principle of partnership between the state and private businesses, which will involve Mobilex. The above project will make it possible to increase the capacity of Aktau Port up to 20 million tons for liquid oil cargos, and up to 3 million tons for dry cargos.

As a part of the State Programme of Development of Kazakhstan¡¯s Sector of the Caspian Sea, the on-shore maritime operations support base, permanent bunkering stations, and emergency response base are being constructed in Bautino Port. At present, TengizService is operating a terminal in Bautino Port from which rock for construction of artificial islands in North Caspian is shipped.

Kuryk Port should be viewed in the perspective as an export-oriented terminal, which provides for participation of Kazakhstan in the project of oil transportation by Baku-Tbilisi-Ceyhan route. KazMunaiGas National Company is developing the complex programme of development of Kuryk Port. In addition to other activities, this programme provides for construction of an oil unloading terminal with offshore moorings for heavy tonnage vessels.

Railway Transport

Railway transport is one of the most important industries, which comprises more than 70% of the total cargo turnover, and reports a stable growth each year.

The Republic continues a consistent work aimed at further development and improvement of transport infrastructure of all types of cargo and passenger turnover.

Railway transport of the Republic of Kazakhstan has a quite sufficient potential of export container cargo transportation; in addition to that, in order to implement the Plan of Creation and Development of the Transport Logistics Cluster, the Ministry of Transport and Communications of the Republic of Kazakhstan has developed the Programme of Container Shipments.

The final stage of Programme of Reforming the Railway Transport industry of Kazakhstan is underway. It should be noted that all radical transformations have been made quite successfully within shortest deadlines.

A holding which provides mainline railway network services and comprises cargo and passenger carriages has been formed on the basis of the Kazakhstan Temir Zholy National Railway Company. In other words, a strong marketable company has been optimised and created. This newly-established company will be capable of satisfying national security needs and will have a competitive transit capacity in comparison to railway companies of the neighbouring countries. Therefore, the railway industry will become transparent and marketable.

Investment programmes of Kazakhstan Temir Zholy provide for renovation of railway cars fleet through procuring new railway cars from manufacturers and upgrading the existing fleet of railway cars, by placing orders for overhaul maintenance and restoration of the cars in domestic and foreign plants.

Major export companies have been given a task to acquire their own rolling stock. Economic prerequisites for such work have been created in the country. Today, there are more than 160 companies, which already have their own rolling stock. It is more than 26,000 railway cars, which comprise one third of the total railway cars fleet and almost 30% of cargo circulation.

:: Air Transport The positive dynamics of volumes of air cargo and passenger carriages in the Republic of Kazakhstan, due to numerous factors, is created by a number of factors such as:

Major hubs in have been developed in Astana, Almaty, and Atyrau
Fleet of the national carrier has been renovated
Radio-technical and aero-navigation equipment has been upgraded
Transit flights of major international air companies have been attracted.
The following works are pending:
Simplification of control procedures while crossing the state border

Introduction of computerised systems for registration and monitoring of cargo and transport flow
Introduction of automatic controlling systems

Kazakhstan to join the main international treaties and covenants aimed at simplifying international carriages.

Over the last years, the state has paid a special attention to implementation of major investment projects in aviation industry, which comprise:

Construction of a new airport complex in Astana
Construction of new runways in Atyrau Airport
Construction of modern passenger terminal in Almaty Airport
Reconstruction of the runway in Aktobe Airport

:: Motor Transport
At the current stage of social and economic development of the country, the use of motor transport constantly expands. Implementation of structural changes in the economy, in connection with the performance of the task of GDP doubling, will inevitably result in the need of improving the quality and the capacity of motor roads, which will be caused by the growth of motor transportations from 33 to 55 billion ton-kilometres by 2010.

At present, services in this area are provided on a totally competitive basis.

Main priorities in developing motor roads were defined in the State Programme of Development of Motor Road Industry for 2001-2005. More than 11,000 kilometres of motor roads of the national significance have been reconstructed and repaired over the period of implementation of the programme.

One of the largest projects in the industry is NELTI project of transportation of cargos via Beijing ¨C Berlin ¨C Brussels corridor, which is implemented within the scope of Transportation and Logistics Services cluster.
